Park construction projects

The following projects will be undertaken by the City of London.  A contact name is provided for each project for additional information. Click here to see projects that impact the Thames Valley Parkway specifically.

Berkshire Park

Improvements to the park includes the following:

  • Relocating the park entrance pathway at Berkshire Drive so it connects directly to the City sidewalk.
  • Re-constructing and improving the existing multi-use pathway between Berkshire Drive, the parks wooded area, and community garden.
  • Additional seating near the community garden.

Please note that in advance of Park construction activities commencing, Sifton Properties will be implementing improvements on their adjacent private developments at 460 and 550 Berkshire Drive. These improvements will reduce vehicle access/operations in the park and will contribute to an improved and safer park environment. Questions regarding work on private property should be directed to Sifton Properties at 519-434-1000.

Park construction activities to begin in spring of 2024. Please note that this work is dependent on weather conditions and may be delayed.

Carling Heights Optimist Community Centre

As per the Friends of Carling Heights Optimist Community Centre Decides process described on the Get Involved page here residents submitted ideas, then voted. The winning idea was a multi-use pad/outdoor ice rink located over the current basketball court beside the community center. In winter, the ice rink will operate under the Neighbourhood-Managed Ice Rink Program and be dependent on community volunteers.

Construction for this project is expected to start in summer of 2024. Please note that the schedule is dependent on weather conditions and may be delayed.

For more information, please contact Linda McDougall lmcdouga@london.ca.

Greenway Park and Greenway Off-Leash Dog Park

In 2024 and 2025, the City of London will be making improvements at the Greenway Wastewater Treatment Plant to improve flood protection and our resiliency to climate change.

  • The construction work will mainly consist of building an earth berm around the perimeter of the Greenway Wastewater Treatment Plant but will use walls in certain locations due to the nature of the terrain and footprint limitations. This work will require a significant amount of large construction machinery (i.e., excavators, loaders, dump trucks and cranes). It will impact the surrounding areas and some city amenities will be disrupted.
  • Thames Valley Parkway (TVP) / Terry Fox Parkway: At a certain phase of the project, it is expected that a closure of Terry Fox Parkway and the TVP will be required to facilitate work along the north side of Greenway Wastewater Treatment Plant. “No Through Access” in either direction will be possible through the active construction zone for the safety of the public. It is anticipated that the closure could be as long as six months, starting in late 2024 and lasting until spring of 2025.
  • Greenway Off-leash Dog Park: The anticipated closure of the Terry Fox Parkway and TVP is expected to affect vehicle access to the off-leash dog park for the duration of the work. The dog park will remain open, but it will only be able to be accessed by foot or bicycle from Wonderland Road. Visit the City’s Off Leash Dog Park page here for a list of other Dog Parks in the City for accessible options during that time. When timing details are confirmed, they will be posted to the Get Involved webpage here.

Harris Park

The City is planning to replace the Harris Park Erosion Control Structure on the east bank of the Thames River, north of the Forks of the Thames. The existing City-owned structure spans approximately 470 metres in length from north of the Queen Street Bridge to south of Blackfriars Bridge. The project objective is to replace the existing infrastructure with appropriate solutions that protect the shoreline, improve park function, and support natural heritage features along the river.

This project includes:

  • Cleanout and removal of accumulated stone, brush, and debris from the watercourse.
  • Removal of deteriorated stone gabion baskets and replacing with a reinforced vegetated revetment.
  • Restoration of natural riparian and aquatic habitat.
  • River access features:
    • Introducing a new lookout point,
    • Improving the existing river access point with parking area (same location),
    • Improving the existing fishing platform (same location),
    • Proposed secondary pathway, benches, trees, and educational signage, as well as a minor realignment of the Thames Valley Parkway.

Construction is expected to start in July 2024 and is anticipated to last until December 2024. Final restoration works within Harris Park are likely to occur in spring 2025.

Kiwanis Park - North

The existing tennis courts in Kiwanis Park- North are in poor condition and cannot be replaced in the current location due to provincially regulated archaeological considerations in the area. Additionally, the current location does not meet today’s requirements for proper spacing from private property lines. As a result, the existing tennis courts will be removed and restored with native plant material.

In the summer of 2024, there was an opportunity for the community to provide feedback as to what sports court should be constructed east of the existing washroom building. The City received very positive feedback and would like to thank all who participated in the online survey.

Based on public input, the following will be constructed east of the existing washroom building, subject to archaeology and regulatory approvals:

•    Two pickleball courts
•    One half basketball court
•    Seating area
•    Tree planting

In addition to the work above, future improvements to the existing spray pad and washroom building will occur. Please note that with the removal of the existing tennis courts in Kiwanis Park - North, the City will be improving and constructing new tennis courts in the surrounding area.

Subject to archaeology and regulatory approvals, construction of the new pickleball courts and half basketball court will occur in 2025. Improvements to the spray pad and washroom building is tentatively planned to start in 2026 and the City will provide further information regarding the upgrades once scope and timing of that project is confirmed.

  • The existing playground will be replaced with new nature themed equipment that provides a variety of play experiences. Please refer to the attached concepts under ‘Playground Concepts’ in the section to the right. The safety surfacing in the play area will remain as engineered woodchips. Please note that the existing swings will remain in the second circle.
